ci: add commons-only option to delete dev env workflow - #8252

Replace the "Include Commons" checkbox with a "Wikis" choice of all / all except commons / commons only. A dropdown avoids contradictory checkbox combinations, and "commons only" skips searching every other wiki when the dev env only exists on commons. Summary
The "Remove Lua Dev Env Modules" workflow now has a "Wikis" dropdown (
all/all except commons/commons only) in place of the "Include Commons" checkbox. The default is stillall.How did you test this change?
Not tested, but should be fine
