Fixes a whole bunch of minor issues with the project descriptor file and re-selects a probably consistent set of dependencies.
Drops support for Python 3.8, 3.9, and 3.10; dependency changes force this. I've moved the testing workflow forward to 3.12

I think we don't need hickle or sqlalchemy any more (these were for old-matflow). Otherwise looks good.
