治理收尾（PR #15 合并后的两条备忘落地）
openspec archive自动生成的TBDPurpose 占位（continuous-integration、fault-drill-harness、user-documentation）补为实质 Purpose，openspec validate <spec> --type spec --strict三处转 PASS。ShadowTable.expireUpTo（LEASE_EXPIRE_ENTRY 应用点影子清扫）的无租约跳过清单独缺 PHASER；定性为观察面瞬时缺陷非状态腐化（引擎账簿无恙、再镜像自愈），动作=跳过清单补isPhaserType+ "phaser 键与到期锁共存"红先夹具（未启动）。TIMER 侧 guard 已随 v11 落地带上。来源：add-otimer 落地审查（PR feat: OTimer（v11 分布式延时触发）落地，三档收口——到期派生零条目裁决与死亡不撤钟第三形态 #15 备注同源）。纯文档/规格治理，零 src/main 触达、零行为变更。
