Desktop 0.9.0 ships service product and installer 2.7.0 (at least one minor component bump since 0.8.0). Moves the Unreleased notes under 0.9.0, adds the release's README highlights, and points the docs that name the current fork release, and the installer's examples, at 0.9.0. Review follow-up. services/VERSIONING.md requires a major product bump for a breaking UX change, and 0.9.0 stops routing to PAIR machines that are not paired into the cluster. The desktop stays at 0.9.0. Signed-off-by: Jared Ping <13906915+JaredP94@users.noreply.github.com>

Description
Prepare the 0.9.0 release, mirroring the 0.8.0 preparation (54eff56).
desktop0.8.0 → 0.9.0; servicesproductandinstaller2.6.0 → 3.0.0 (services/VERSIONING.md: a breaking UX change, unpaired PAIR machines are no longer routed to, requires a major product bump; precedent: 1.1.0 → 2.2.0 at relay v2).Merge only immediately before tagging v0.9.0 and publishing the release: these docs describe 0.9.0 as published. If the publish date moves, update the date in CHANGELOG.md and README.md first.
Scope
Documentation and version metadata only; no code changes.
