This PR adjusts the release GitHub Actions workflow to be idempotent when publishing releases for tag pushes, avoiding failures when the target release already exists.
Changes:
- Renames the release step to “Create or update release”.
- Adds logic to detect an existing release and upload (clobber) assets instead of failing
