We have made the L3 processor updates, and believe this is ready to be merged. Should we make any updates to get the code coverage passing given this is just a dependency change? |

Happy to approve this after one small change is made.
On approval, I'll first merge this change, make sure it gets deployed to dev, then promote the CoDICE L3 container to prod, then immediately afterward deploy this sds-data-manager change to prod.

Overview
Changed CoDICE 3D VDF from being L3a to L3b. This is in support of closing issue #200 and should not merged in until the work needed from the imap_l3_processing side has been deployed.
