Closes #3367

Overview

Correct the order of bit in the L0 Science frame header

File changes

Update made in imap_processing/hit/l0/constants.py

Testing

Correct bit order verified in original frame definitions.
Correct match with housekeeping value, and correct bit location of referenced housekeeping value, verified against original frame definitions. Tested for sample data from Jan and Jul 2026.

No automated tests added or updated.

Looks good.

I confirmed with local processing that the l1a sci dyn thresh matches that of l1a hk, on 2026-07-31 and 2026-08-01.
