Track public filtering and pagination for finding rule lists

The public REST routes for finding routing-rule and transformation-rule lists currently return the full tenant list and do not bind the proto request's app filter, query, page size, or page token. c1i deliberately exposes only local --limit until the API mapping gains those semantics.\n\nThis requires an upstream c1 public API mapping change; do not add client-side flags that imply server-side filtering or pagination.
