What & why
Document https://status.codeforafrica.org/ prominently in the README so GitHub code searches identify this repository as the current CfA status-page implementation. Explain that ProbeView and Grafana Synthetic Monitoring replaced CodeForAfrica/upptime, and that monitors are managed in Grafana rather than a hardcoded service list.

README-only change; no runtime code, dependencies, monitor settings or workflows changed.
git diff --checkpassed. Full application checks were not run locally; CI remains required before merge. No new logic requiring tests. Upptime has been archived as requested, with a retirement notice linking here. Existing repository homepage metadata already points to the live status URL.
