Add an optional wait before slurping after a failed write

Improve 
edu.cmu.ri.createlab.serial.CreateLabSerialDeviceCommandStrategy#writeCommand 
so that it has an optional wait before slurping (maybe do a isDataAvailable() 
check before the wait so, if true, we don't wait needlessly?)
