[General]: Update IRF Dependency to support all platforms #56

Currently, we are using version 3.8 of the IRF dependency, which has been carried over from the legacy version of SIST. Now that we have a production version running on Conda, we should update the IRF dependency to 3.9 to provide support for a wider range of platforms.

We previously kept the dependency at 3.8 to ensure like-for-like comparisons between versions. However, now that we have regression testing guardrails in place, we can make this update with confidence that any unexpected changes will be caught by the regression tests.
