Summary

• Fixes Bump ty and ruff pins to the latest available versions #44

Notes

• Pins ty 0.0.90 and ruff 0.17.1 exactly and adopts the ruff 0.17 default rules and ruff format at line length 100.
• Fixes the ruff and ty findings in src and tests, and removes the ty suppressions that are no longer needed.
• Moves CI to the separate ruff and ty reusable workflows and the lint-free build-test-sqlite and build-test-postgres-v3 workflows.
• The format commit is listed in .git-blame-ignore-revs.
• Removes the outdated notebooks.
• Draft: the CI jobs reference cava-devops@ruff-ty-workflows. A final commit switches them to @main once that branch is merged.

Adapts to orm-loader 3

• Requires orm-loader>=3.0.0,<4 (One file-to-database pipeline with a single conversion policy orm-loader#46), which replaces the CSV loaders with one file pipeline.
• The relationship loader in cli.py calls load_file(..., resolved=resolved) and no longer passes PandasLoader or wraps the load in bulk_load_context, because load_file handles foreign keys and its own reading.
• The two relationship tables are checked with validate_foreign_keys after loading, since foreign key checks are relaxed during the load.
• The test fixtures use resolve_backend(session).relaxed_foreign_keys(session) instead of bulk_load_context.
