Summary

  • Make the monitor a routing checklist: load detailed presence, findings, structured reporting and PR verification references only when performing those operations.
  • Move complete sections rather than dropping obligations. Keep core PR CI/risk/rule follow-through, consent, project attribution, lifecycle checks and delivery handling mandatory.
  • Add an internal-helper reading path that returns evidence to the parent rather than loading team-publication instructions. Independently tracked workers retain the full workflow.
  • Add UTF-8 guidance budgets and reference-file checks; regenerate all eight harness distributions.

Verification

  • Plugin generator: 139 tests pass; the released-CLI example test passes separately with installed 0.55.9. Typecheck and all 220 generated-file checks pass.
  • o200k_base static text counts: core + monitor 13,900 → 8,605 tokens (~38% lower); core + internal-helper reference 5,026 tokens. Specialized references are additional when relevant; startup contracts are not included in these figures. These are not billing savings or a completed agent-quality A/B.
  • Existing guards still prove assessment-free PR reporting, required plan/task risk, current-head PR verification and safe finding publication.

Review order / coordination

Stacked on #92 so the corrected completion example is retained. This does not implement or replace PR-event consumption in #88; retain that workflow when rebasing. No CLI release is implied and no changelog date is invented.
