extract data store components from SF/octree, to be reused in a raster fundamentalis.
later i want to move the mesh and octree stuff into a mesh_store folder (maybe lib), i believe this would be cleaner, and we could move it to a separate lib (reducing build times for raster_store).
i merged some of the changes early to clean up the diff somewhat. these concern the tile downloader, tile::id::scheme removal (slippy map everything). tl::expected replacement with std and maybe some other stuff. i am quite certain about these, and the diff is huge as it is anyways.
