• Clarify the next action for scope, collection reviews, retention schedule approval, and audit setup in the UI and CLI.
• Make generated Git guidance match trunk or manual repository mode.
• Handle merge history that predates a FileGRC workspace during direct-file reconciliation.
• Coordinate both packages at 0.16.5.
