Release 0.16.3 with accurate schedule status rendering

Summary

• Remove downstream operation tracking from the Step 3 Controls table.
• Show proposed and approved Obligation schedules, Policy activation and effective dates, and shared program prerequisites accurately in the Obligations table.
• Release both packages as 0.16.3.
