Release 0.16.1 revision compatibility fix

Summary

• Preserve legacy scope:<digest> applicability inputs when normalizing versioned revision tokens.
• Accept review bindings calculated by FileGRC 0.16.0 so unchanged requirement mappings, retention reviews, and Control collection reviews stay current.
• Keep genuine scope and digest changes detectable without rewriting workspace records.
• Update coordinated package and template versions to 0.16.1.

• Both workspace npm pack --dry-run checks

• Fresh generated consumer using the local unreleased filegrc package: 228 resources, 0 errors, 0 warnings
