Re-scoped items

• N22: the question is now whether the adders enable isolated-carry arithmetic over packed fields (5×U24/I24, 14×U9/I9 in one 128-bit carrier).
• L21: one candidate consumer among several. The packed microtile and the KPEA method graph are also candidates.
• H13: stays deferred until a consumer that binds a kernel exists; D-BINARY-ABACUS-POLYFILL-0 PR A: half/full adder mask words; vectorized pow2n_from_int #402's cost gate stands.
• L20 and H12: tracked separately. H12 is recorded as a shared cost.

The microtile × method-binding falsifier is described as the next separate PR. No code is included here.
