Prepare for formal public release #133

We should go through the formal process for ensuring that the requirements
https://github.com/AI-ModCon/BaseTemplate#required-elements-for-modcon-base-public-repositories
are met and that a lab has initiated the public release process.

Please address via PR and tag @nhodas-pnnl and @wildsm as reviewers so that we can find people outside the thrust to review in addition to lead @andrewfayres .
