Closing as superseded. GitHub-hosted Linux/Windows runners are already present on the current develop baseline, while this PR is based on an obsolete commit and uses a branch name that violates the current AGENTS.md rule. No unique change remains to merge. |

Switch to ubuntu-latest / windows-latest.
