It fails outright on every push (zero jobs, "workflow file issue") because this repo is public and the reusable workflow it called (xcena-dev/.github's submodule-update.yml) lives in a private repo — GitHub won't let a public repo call a reusable workflow hosted in a private one. Moving this logic to mxdriver_dev instead, which is private and already owns the only path that writes to this repo's main (sync_to_public.yml).
