Windows high contrast theme causes toggle switch to not show off/on status

The toggle switch shows an empty oval when the Windows high contrast themes are applied (Aquatic, Desert, Dusk, and Night Sky). This makes it so you can't see whether the switch is on or off.

Repro Steps:

1. On a Windows computer:
2. Settings -> Accessibility -> Contrast themes
3. Apply any of the contrast themes
4. Go to the toggle switch page
