Wires up GitHub Actions to fire on push and pull_request against master.
The job is intentionally a no-op for now — feature-branch PRs (e.g. the
modernization branch) ship their own ci.yml that overrides this with the
real build/test/lint pipeline. Without this placeholder on master, PRs
opened against master never trigger any CI run.
