Converter for Rohde & Schwarz Recordings

Originally discussed in #23, we want to implement a converter for recordings made by Rohde & Schwarz RF recorders.

• Use CLI sigmf_convert entry point and use sigmf.convert.rs.rs_to_sigmf() as entry point.
• Use sigmf.fromfile() entry point and use magic bytes b'R&S ' detection method.
• Support --archive and --ncd modes if possible
• Use example recordings in nonsigmf examples repo in test_convert_rs.py
• Add to converters.rst in Documentation

It seems to work OK in my testing. There are five or so TODO's mostly to validate the conversion decisions I made for converting an oscilloscope voltage data file into a SigMF file.

It looks like most IQ.TAR files are complex Float32, so that is what the conversion code is currently written for. If additional types are used, sample IQ files would need to be located to allow that to be tested.

TODO: With R&S files the magic bytes can appear anywhere, so need to add a search_anywhere: bool = False. Also need to validate the converted data, as it seems to be incorrect, in some cases.

I have made some progress on PR #144, although it still may need some work to validate that it is converting the IQ data properly. I used one of the AR&S tools and the QT GUI to attempt to visually check a converted file. See the project page for images of the handful of IQ.tar files I was able to locate.
