Subject: [PATCH] [27.4] Update BCArtifact version. New value:
 bcartifacts/Sandbox/27.4//latest

Revert artifact pin now that the AL compiler regression (AL0999 internal error,
NullReferenceException in CecilDotNetTypeLoader.IsTypeForwardingCircular) is
resolved upstream. Restores the floating '//latest' so builds track the newest
fixed artifact again.

Reverts the pin from bcartifacts/Sandbox/27.4.45366.54780//latest.
