+and handler through `cli_runtime`. It reuses the canonical global grammar,
+format precedence, usage hooks and controller guard. Rejected parsing retains
+full-CLI fallback and diagnostics; explicitly bound package or full-CLI exports
+retain their registrar/handler patch points without triggering lazy exports
+on ordinary queries. Public imports, identity and types remain
+unchanged. No capability, provider, package, permission, preset or TypeScript
+decision owner is added. The separate DSH/helper and negative cost proposal is
