Replace former handle references with cevdetch in package metadata, CLI help, website publisher data and documentation. Link the Cevdet identity to cevdet.ch. Add conduct and security policies, a feature form and a pull-request template. Request maintainer review and update pinned Actions with a seven-day cooldown.

Summary
Update repository and maintainer links to cevdetch in package metadata, CLI help,
release documentation, website publisher data and llms.txt. Link the Cevdet
identity to cevdet.ch in the package author, JSON-LD and visible maintainer credit.
Add conduct and security policies, a feature-request form, a PR template,
CODEOWNERS and weekly pinned-Action updates with a seven-day cooldown. Retain the
existing bug-report form and measurement requirements for pipeline changes.
Package name, version, dependencies and raster pipeline stay unchanged.
Validation
Passed on the maintainer machine with Node 24 and the pinned pnpm:
The preparation environment also passed npm pack dry-run and zizmor 1.30.1 offline.
Online workflow audits and cross-platform checks require GitHub CI. External
Schema.org/Google validation has not run. GitHub settings and npm ownership are
separate operations; verify the Release workflow's npm supports staged publishing
before releasing.
