Suggestions on how to grow the community of contributors

This is really about describing what to do, how frequent etc. For instance hackathon frequency, meetup reachout, attending ( or creating! ) a conference relevant to the content etc

The output of this issue has been captured in https://github.com/SmartColumbusOS/TechnicalWorkingGroup/wiki/Community-Engagement - likely we are done with this but @nicetransition has been the main driver on this one so I'll let him decide!
