Get BrainGrid and Workbench building on Windows

Right now, we have not been targeting platforms other than Linux. It would be interesting to put together the configuration files (nmake?) to build the system on Windows (for the CPU; GPU could be the next step).

Currently checking out CMake and if it can work for us. CMake is a cross-platform development tool used for c++ projects between Linux and Windows. It looks promising, though a little confusing. Windows Visual Studio 2017 has CMake compatibility and integration as a downloadable option (don't worry, its free). It seems to have the ability to generate makefiles if run in a Linux environment, or solutions if run in a windows visual studio environment, all from a project's provided source code.
