Improve the empty state when Workspace Hub finds no repos #5

Description

@RichardGeorgeDavis

Summary

Improve the Workspace Hub empty state so a workspace with no useful detected repos gives the user a clear next action.

Problem statement

Right now, a workspace with no detected repos can feel blank or ambiguous. A first-time user should immediately understand where repos belong, what the app scans, and what to do next.

Affected area

  • Workspace Hub discovery UI
  • Empty-state copy and links
  • Possibly one related docs link

Expected outcome

When no useful repos are detected, the UI should explain:

  • where repos are expected to live
  • what the app scans
  • how to onboard or add a repo
  • where to find more detailed docs if needed

Constraints or non-goals

  • Do not redesign the whole discovery layout
  • Do not change runtime or scanning architecture
  • Keep the change focused on empty-state clarity

Verification

  • Launch Workspace Hub against an empty or fixture workspace
  • Confirm the empty state gives a clear next step
  • Confirm any linked docs or actions are valid
