fix(communities): group local communities under their national chapters - #1157

Several local communities had no parent_name even though a matching national chapter exists, so they appeared under Other on /communities. Adds parent_name for Lucerne, Zurich, Geneva (Switzerland), Osaka and Fukuoka (Japan), Brussels (Belgium), Brno and Olomouc (Czechia) and Munster (Germany). Leaves PauseAI en Espanol ungrouped.

Several local communities on /communities were showing under "Other" even though a matching national chapter exists. Local communities are grouped by matching their
parent_nameagainst chapter names insrc/lib/data/national-chapters.json(src/routes/communities/communities.ts); anything unmatched falls into "Other".This adds the missing
parent_nameto 10 communities insrc/routes/communities/pauseai-communities.json:"PauseAI en Español" remains ungrouped under "Other" by intent.
No links or coordinates were changed, so the link validation in
communities.tsis unaffected. Communities without a corresponding national chapter (e.g. Copenhagen, Santiago, Vienna, Manila) still correctly show under "Other".Verification
