visitor tracker doesn't submit from draper office

unsure if this is due to windows/chrome or heightened network security. Need to test that study submission works from on campus, from windows machines, and from chrome/FF/IE.

It seems that the issue is not so simple. Sometimes it submits, and sometimes it does not. Needs much more testing before deploying.
