eslint fail due when using eslint-plugin-mocha

The following Mocha eslint rules are broken by our existing tests:

• mocha/no-mocha-arrows (test: Remove arrow functions from mocha functions #283)
• mocha/no-skipped-tests
• mocha/no-hooks-for-single-case
• mocha/no-identical-title

These are disabled for now.
