Subject: [PATCH] build: move .NET SDK to 10.0.403 (Refs FS-GG/.github#4935)

Raise the global.json SDK floor from 10.0.401 to 10.0.403 (security
band, runtime 10.0.14). rollForward latestFeature is unchanged.
