Subject: [PATCH] chore(release): bump version to 1.5.23 (XS)

Ships the P0 backup work (#815 #816 #819 #820 #821 #822 #823 #824 #826) and #817's
superseder 3cf494cf. The installed keg 1.5.22 predates every one of them: measured
2026-09-13, its jsonl_backup.py has no _HashingReader / archive_id / md5Checksum and
brainlayer.backup_retention_invariant does not import. Backups cannot be re-enabled
against that keg, so this release is the prerequisite for ruling 3.
