Make NO_DATA values SOS instance specific

Currently, one global NO_DATA values config section exist. This may cause conflicts when one SOS instances uses the e.g. 999 as NO_DATA but for others this might be a valid data value.

Proposed Solution:
Move the NO_DATA config to the sos-instances.data.xml so that each SOS can have non-conflicting NO_DATA values.
